Data Governance Structure

Roles + Responsibilities

The University System of Georgia's Business Procedures Manual, in section 12.2, outlines Augusta University's requirement to appoint individuals and define the roles and responsibilities within our data governance structure. The structure will outline the accountabilities for the data assets of Augusta University to ensure compliance and proper handling. 

Definitions

Domain: a domain is the broadest level of data category in the data governance structure; it is overseen by the Executive Data Trustee

Subject Area: a subject area is the second broadest level of data category in the data governance structure; it is overseen by the Data Trustee

Functional Area: a functional area is the most specific level of data category in the data governance structure; it is overseen by the Data Steward

Principal Data Steward: Principal Data Stewards (indicated below in bold) are the Data Stewards responsible for overseeing the largest and/or most sensitive datasets and who have significant external reporting responsibilities

Data Owner

The Data Owner has ultimate responsibility submission of organizational data to the USO and for the accountability of Executive Data Trustees.

  • Ensure that institutional data resources are used in ways consistent with the mission of AU

Data Steward 

  • Responsible for all the data within their functional area
  • Should have job responsibilities including external reporting, compliance, and/or accreditation
  • Classify, define, authorize access, and ensure standards are met related to data elements and systems in their functional area
  • Recommend policies and establish procedures and guidelines concerning the accuracy, privacy, and integrity of the data for which they are responsible
  • Interpret and implement federal, state, and Augusta University policies, standards, and guidelines
  • Held accountable by Trustees
  • Principal Data Stewards are those data stewards who are responsible for the largest, most sensitive data sets on campus. They are indicated in bold below.

Data Governance Committees

Data Trustees Meeting

The Executive Data Trustees and Data Trustees will meet with the Data Governance Team annually. 

This meeting will serve to update the Data Owner, Executive Data Trustees, and Data Trustees on any institution- or state-wide changes to our data governance policies and processes. 

Data Steward Advisory Council

The Data Stewards Advisory Council consists of the principal data stewards (indicated above in bold), ex officio members, and the Data Governance Team. The DSAC serves as the representative body of Data Stewards and meets bi-monthly and/or as needed. 

This council is responsible for defining, implementing, and managing policies and procedures for data governance and data management functions. 

Data Governance Committee

The Data Governance Committee is comprised of all Data Governance Structure members (Data Owner, Executive Data Trustees, Data Trustees, Data Stewards, Data Managers, Data Custodians, and Data Analysts) and meets annually.

If there are special data governance projects or initiatives, individuals from this committee will be selected as project team members for any ad hoc committee needs.
